WIND Youth Shelter is a 16-bed crisis shelter program that provides an immediate safe and stable living situation for homeless children 11 to 18, until a more permanent/ stable placement can be developed. The shelter program is licensed under California Department of Social Services and Community Care Licensing as a residential care facility for children. The unique feature of the WIND Shelter is that is it strictly voluntary, and WIND does not accept formal placement or placement funding. The requirements for entering the shelter are fairly simple in that the child and parent, if involved, must agree to the WIND Shelter, and must participate in case management and school if they have not graduated. While participation in the shelter is strictly voluntary, and a child can leave if they desire, children are closely supervised and can only leave with staff approval. Essentially, the shelter operates as a family, with expectations, chores, and limits.
